The Supplemental Nutrition Assistance Programme (SNAP), formerly known as Food Stamps in the District of Columbia, assists low-income individuals and families by giving monthly rewards for food purchases. A debit card known as an Electronic Benefits Transfer (EBT) card is used to receive SNAP benefits.
Most grocery stores, certain farmers’ markets, convenience stores, big box stores, and some online retailers accept EBT cards. In general, prepared foods, vitamins, alcohol, tobacco, and non-food products (such as soap or toothpaste) cannot be purchased with SNAP benefits.

Can I use my SNAP benefits in DC to get anything I want
No. SNAP benefits can only be used to purchase a number of items. here are the items you can and cannot purchase using SNAP:
Items you can buy —Fruits and vegetables; meat, poultry, and fish; Dairy products; Bread and cereals; other foods such as snack foods and non-alcoholic beverages; and
Seeds and plants produce food for the household to eat.
Items you cannot buy with SNAP benefits
They include beer, wine, liquor, cigarettes, or tobacco, vitamins, medicines, and supplements. If an item has a Supplement Facts label, it is considered a supplement and is not eligible for SNAP purchase.
Live animals (except shellfish, fish removed from the water, and animals slaughtered prior to pick-up from the store), Prepared Foods fit for immediate consumption, Hot foods and any nonfood items such as Pet foods, Cleaning supplies, paper products, and other household supplies, hygiene items and cosmetics.
