The Food Stamp Program (now known as SNAP) is a federal program managed by the Connecticut Department of Social Services (DSS) and administered by the US Department of Agriculture.
To be eligible for SNAP in Connecticut, you must be a U.S. citizen or an eligible non-citizen. U.S. citizens and certain legal immigrants with little or no income are likely to be eligible for SNAP. Also, unemployed, Retired with no or low pension or Social Security income

Will Connecticut SNAP benefits lapse over time?
Your SNAP Electronic Benefit Transfer (EBT) account will carry over any unused benefits into the following month. You will lose access to your SNAP benefits if you don’t use them at all for nine months, though.
How long does it take to receive SNAP approval in Connecticut?
For applications or assistance with an application, contact DSS at 1-855-626-6632. For more information, visit the State of Connecticut’s SNAP program website. You should receive a decision from DSS within 60 days if you provide the information required. If you are homeless or have a very low income, you should hear from the court within seven days.
